The ERPA-Special Enrollment Examination (ERPA-SEE) will encompass two examination parts, each containing 75 questions. Both proctored examination parts will need to be successfully completed before a candidate applies for enrollment as an ERPA.

NOTE:
By registering for the ERPA-SEE examination, candidates acknowledge they have read and agree to abide by the testing regulations and policies set forth in the ERPA-SEE Licensure Information Bulletin.  

There are three easy ways to register for an ERPA exam part:
    1. Online
    Register online  over a secure network and receive immediate confirmation. Credit card payments accepted (MasterCard, Visa, American Express and Discover).

    2. Fax
    Download and fax completed registration form to 1.866.450.4678. Credit card and government purchase order payments accepted. Fax registrations received by 2:00 p.m. Eastern time, Monday-Friday, will be processed on the same day; registrations received after 2:00 p.m. Eastern time, Monday-Friday, will be processed during the next business day.

    3. Mail
    Download and mail completed registration form to:

All forms of payment are accepted: credit card, check, money order or government purchase order. Once registration is received a candidate will receive notification of confirmation via e-mail. Candidates should expect to receive notification within six to ten business days.

ERPA examination fees are nontransferable and nonrefundable. If you do not provide an e-mail address during registration, your examination confirmation information will be sent via the United States Postal Service. We recommend providing an e-mail address for faster and more efficient processing and communication.




The registration fee is $241 for each part of the examination. The fee is paid at the time of registration. ERPA examination fees are nontransferable and nonrefundable.


Accepted forms of payment include: MasterCard, Visa, American Express, Discover, checks and money orders. Checks and money orders are to be made payable to AIRE, LLC.


The ERPA examination will be offered during the following exam windows in 2009:

Winter Exam Window: January 6 – February 17
Summer Exam Window: July 7 – August 31


ERPA candidates must register by the registration deadlines for each examination window. The 2009 ERPA-SEE registration deadlines are:
    Winter Examination Window: Registration ends January 5, 2009
    Summer Examination Window: Registration ends July 6, 2009
For example, if you plan to take ERPA-SEE Part I and/or ERPA-SEE Part II during the Winter 2009 examination window, you must register by January 5. If you plan to take ERPA-SEE Part I and/or ERPA-SEE Part II during the Summer 2009 examination window, then you will have until July 6 to register. Examination registration deadlines are final. Registrations will NOT be accepted after the deadlines. If a deadline falls on a weekend, the official date shall be the first business day following the weekend. (Registration for the 2010 examination year will be available in 2009.)


While it is not required, it is recommended that you obtain a PTIN prior to registering for the ERPA-SEE. A PTIN may be used in place of a Social Security Number by tax practitioners and preparers who are required to provide their identification numbers on the tax returns they prepare for clients. You must complete an Application for Preparer Tax Identification Number (Form W-7P) in order to obtain a PTIN. The e-services Preparer Tax Identification Number (PTIN) Application provides an online alternative to the paper-based Form W-7P, IRS PTIN Application. A tutorial is also provided with a list of the items you will need to file for a PTIN. If you do not currently have a PTIN, you can request a PTIN online at www.irs.gov. Click on Tax Professionals then on the link for e-services. Once you have registered, follow the online instructions to have a PTIN assigned. Or you can  download the form and submit it to the IRS.

You can, however, register for the examination, obtain the PTIN and then update your AIRE candidate record within the MyERPA  Webpage. Please note: Before your information can be sent to the IRS authorizing you to apply for ERPA status, you must have a PTIN listed in our system.

To obtain a PTIN, you will need to complete a W-7P by mail, fax or online. The online method is the fastest and provides you with the instantaneous issuance of the PTIN. It can take up to six weeks to obtain a PTIN by mail. If you fax the W-7P, it will take approximately three weeks.

  


Once you register for an ERPA-SEE part you will receive a confirmation e-mail that your registration and full payment was received and processed. Approximately one week after receiving confirmation of registration and payment you will receive an “eligibility” e-mail stating that you can now schedule an appointment at a Prometric testing center for the examination part(s) you registered for in the examination window you selected. It is the candidate’s responsibility to schedule a testing appointment. The eligibility e-mail will include detailed information on contacting Prometric by utilizing its online system, www.prometric.com/ERPASEE or their Candidate Services Call Center (CSCC) service at 1.800.882.3981, forms of identification to bring to the testing center, what to expect at the testing center, rescheduling dates and fees, etc.

If you did not provide an e-mail address during registration your eligibility information will be sent via the United States Postal Service.

  


  • An ERPA examination registration cannot be cancelled and registration fees are nonrefundable.
  • An ERPA examination registration and/or fees cannot be transferred to another candidate.
  • ERPA examination parts can be taken in any order; successful completion of one part is not dependent on registering and taking the other part; and both ERPA examination parts can be taken in one testing window.
  • An ERPA exam candidate can register, pay and re-take either failed exam part in a future scheduled testing window offered.
  • If a candidate is unable to sit for a registered examination, the examation part may be postponed to the next future testing window offered (an exam part can only be taken once per window).
  • If a candidate fails to appear for a scheduled ERPA examination appointment, the entire examination fee will be forfeited and postponement will not be allowed.
Examination Cancellation
An ERPA examination registration cannot be cancelled and registration fees are nonrefundable. If a candidate is unable to sit for a registered examination, the examination may be postponed to the next or future testing window (see examination postponement policy). AIRE reserves the right to cancel a candidate’s examination. Prior notification will be sent via e-mail and followed later with a letter via mail.

Examination Postponement
You can postpone your examination to a future testing window by the examination postponement deadline identified below by completing the ERPA-SEE Postponement Form (found in Appendix), paying the postponement fee of $100 and canceling your scheduled appointment with Prometric. If you do not submit an ERPA-SEE Postponement Form to AIRE by the deadline, you will forfeit your examination fee. If you fail to cancel your examination appointment within 48 hours prior to your scheduled appointment, you will not be allowed to postpone AND you will forfeit your registration fee.

    Winter Examination Window: Postponement Deadline is February 2
    Summer Examination Window: Postponement Deadline is August 14
Examination Appointment Rescheduling
An ERPA examination candidate can reschedule the date, time and location of a scheduled examination appointment within the same testing window – he/she must contact Prometric by telephone or through their online system at least 48 hours prior to the scheduled examination appointment. After rescheduling, a candidate will be provided confirmation of the rescheduled examination appointment. A rescheduling fee of $35 will be charged to the candidate at the time of the request by Prometric.

Testing Center - Late Arrival
An examination candidate is permitted to enter the examination room as much as 30 minutes after the scheduled examination start time. After 30 minutes, a candidate will not be permitted to enter the examination room and will forfeit the examination fee. A candidate must finish the examination by the required ending time, regardless of the time he/she begins.

Emergency Closings
Severe weather or an emergency could require canceling scheduled examinations. If such an event occurs, Prometric will contact candidates by phone or e-mail. Candidates can also check for testing site closures at www.prometric.com/sitestatus . If an exam site is closed, a candidate’s examination will be rescheduled without a rescheduling fee. If a testing center is open for testing and a candidate chooses not to appear for his/her appointment, his/her registration fee will be forfeited. Candidates must then register and pay another full examination fee for the next testing window.

Special Circumstances
AIRE has identified three categories where special consideration will be implemented:

  1. Death in family;
  2. Illness (doctor’s note required, and it must indicate that the candidate was unable to sit for the exam on the date he/she was scheduled to take it); and
  3. Act of God (or other unforeseen circumstance in which Prometric closes a test facility and cannot schedule a new exam appointment within the same window).
For these three categories, postponements will be allowed and the postponement and/or rescheduling fee will be waived. If AIRE cannot schedule a new exam appointment within the same testing window, AIRE will register these candidates to the next testing window without any penalties and notify them once the process is completed.

Special Test Considerations - ADA Accommodation
If you require testing accommodations under the Americans with Disabilities Act (ADA), please check the box on the ERPA-SEE registration form and a member of the AIRE customer service team will contact you. When scheduling your appointment with Prometric, please also notify them of any special considerations needed.

  


To ensure that all candidates are tested under equally favorable conditions, the following regulations and procedures will be observed at each testing center. Failure to follow any of these policies may result in the disqualification of your examination and forfeiture of testing fees. Prometric reserves the right to audiotape and videotape any examination session.

Examination Materials
  • A candidate will NOT be able to leave the testing room with a copy of the examination or with notes taken during the examination. Copies of the examination will not be made available to candidates after testing in order to ensure the security of the examination process.
  • A candidate may NOT take scrap paper or other materials from the examination location. Any attempt to remove such materials from the examination location will be grounds for disqualification of the candidate’s examination.
  • The copying or reproduction of any examination question or answers is expressly forbidden and may be grounds for the disqualification of the candidate’s examination.
Calculators Candidates will be able to use an onscreen calculator during the exam. Prometric will furnish, if requested, each candidate with a handheld calculator that is silent, solar or battery-operated and nonprogrammable (without paper tape-printing capabilities or alphabetic keypads). Candidates are not allowed to bring their own calculators.
Personal Items Prometric is not responsible for items left in the reception area of the testing center. While lockers are provided, it is recommended that personal items not be brought into the testing center. Note the following:
  • Electronic equipment (cameras, tape recorders, cell phones, PDAs, pagers, etc.) is not permitted in the testing room and must be powered off while stored in a locker.
  • Pocket items (keys, wallet, etc.) must remain in pockets or be stored in a locker during testing.
  • Other personal items [digital watches, outerwear that is not being worn while testing (sweater, jacket, etc.), briefcases, purses, etc.] are not permitted in the testing room.
  • Food and drink, including water, are not allowed in the testing room.
Examination Breaks If you leave the testing room while an examination is in progress, you will be required to scan your fingerprint upon return to the examination. You will lose examination time. You are not allowed to use any electronic devices or phones during breaks.
Visitors No guests, visitors or family members are allowed at the testing center.
Weapons Weapons are not allowed at the testing center.

In addition, behaviors at the testing center that would be classified as disruptive can result in a disqualification of your examination and forfeiture of testing fees. The following behaviors are considered to be candidate misconduct:
  • Gaining access to examination questions before an examination;
  • Having access to or consulting notes or books during the examination;
  • Removing or attempting to remove questions and/or responses (in any format) or notes from the examination room;
  • Arranging for another person to take an examination for the candidate;
  • Attempting to take the examination for someone else;
  • Disclosing the contents of an examination to any other person;
  • Presenting false information on an examination application;
  • Failing to follow examination regulations or instructions from the test center administrator;
  • Consulting other persons outside the examination room during the examination;
  • Looking at and/or copying the answers of any other candidate during the examination;
  • Giving or receiving assistance of any kind;
  • Causing a disturbance of any kind;
  • Tampering with the operation of the computer or attempting to use it for any function other than taking the examination;
  • Talking in the examining area; and
  • Leaving the test site or accessing information outside of the testing room.

Test center administrators are not allowed to answer any questions pertaining to the examination content. If you do not understand a question on the examination, you should answer the question to the best of your ability and provide feedback during the survey conducted at the conclusion of your examination.

AIRE will pursue any evidence that a candidate has cheated or failed to follow the examination rules. Any irregularity or suspected violation will be thoroughly investigated. If a violation is confirmed, disciplinary action may involve disqualifying the candidate’s paper and/or disqualifying a candidate from taking an examination for several future administrations. All infractions will also be reported to the IRS.



Testing Center Procedures
Your examination will be given by computer at a Prometric testing center. You do not need any computer experience or typing skills to take your examination. Before you start the examination, you will receive a personalized introduction to the testing system. The tutorial you will receive at the testing center is also available to view. You should arrive at the testing center at least 30 minutes before your scheduled examination appointment. When you arrive, you will be required to sign a signature log and have your identification materials scanned. You will also be asked to place a finger on a scanner that will generate a temporary digital representation of your fingerprint. This process,  Biometrics, is provided by Prometric to provide candidates a more efficient and secure check-in process when sitting for an ERPA-SEE proctored examination.

The date and time you enter and exit the exam room will be recorded and the signature log will be verified against your electronic scanned identification documentation and the digital fingerprint. Identification Required
You must present a valid, nonexpired form of identification before you can test. That identification document must:

  • Be government-issued (e.g., driver’s license, passport, state-issued identification card or military identification card).
  • Contain both a current photo (photo must look like candidate) and your signature (if it does not contain your signature, you must present two identification cards: one with your photo and one with your signature).
  • Have a name that exactly matches the name used to register for the ERPA-SEE (including designations such as “Jr.” and “III”).
Unacceptable forms of ID include: Social Security Card, birth certificate, parking/traffic tickets, or documents that are not originals (faxes, photocopies).

Important: Failure to provide appropriate identification at the time of the examination is considered a missed appointment. As a result, you will forfeit your registration fee.

Examination Results
During the first exam administration, Winter 2009, both parts of the ERPA-SEE will be ungraded; candidates will not receive their scores at the testing center but rather at a later date after the statistical information has been gathered and analyzed. Candidates will receive scores for the first examination window by April 30, 2009 via mail. Wrong or omitted answers will receive no credit; therefore, there will be no advantage to leaving an answer blank. Examination scores are confidential and will be revealed only to the candidate and the IRS.

The ERPA-Special Enrollment Examination measures the candidate's level of achievement of the required learning objectives, and his/her required level of capability of accomplishing specified learning outcomes. The goal is to pass all candidates who have demonstrated adequate knowledge of the curriculum presented and to fail those candidates who have not. Beginning with the second examination administration, Summer 2009, immediate examination results will be provided to candidates via score reports at the testing center. Examination Score Reports
If you pass an exam part of the ERPA-SEE, your score report will provide you with a passing mark as indicated with a “Pass” but not a score. The scaled passing score will be determined and set at a number which will be published for candidates once determined after the first exam administration which will correspond to a minimum level of knowledge deemed acceptable by those persons who will be practicing before the IRS.

If you fail an exam part of the ERPA-SEE, your score report will show a scaled score up to the minimum score determined as passing by the IRS. You will also receive diagnostic information to assist you with future examination preparation. Diagnostic information will show results by examination topic area as follows:

  • Considerably below the minimally acceptable score: “It is important for you to approach how you study this topic as you prepare to take the examination part again. You may want to consider taking a review course or participating actively in a study group on this topic.”
  • Marginally below the minimally acceptable score: “You should study this topic in detail as you prepare to take the examination part again.”
  • At or above the minimally acceptable score: “Be sure to review this topic as you prepare to take the examination part again.”
After passing both parts of the ERPA-Special Enrollment Examination, you can file Form 23-EP, Application for Enrollment to Practice Before the Internal Revenue Service as an Enrolled Retirement Plan Agent (ERPA).


Here are some suggestions about test taking. While they may seem obvious, candidates frequently forget them while taking an examination so it helps to revisit them from time to time. This is particularly true if it has been some time since you have either been in school or taken a professional examination.
  • Get plenty of rest the night before the examination. If you have studied the material, cramming at the last minute will not be needed and a good night's sleep will prove much more valuable.
  • Get to the examination center early. That way you will not be rushed trying to find the location at the last minute. Also, confirm your examination appointment date, time and location the day before.
  • Read the instructions carefully. Even though you may have heard the instructions before, it never hurts to reinforce them. And, you never know, there might be some new ones!
  • Review the tutorial presented during the examination so you are familiar with what to expect when you sit down at the computer at the testing center.
  • Plan your examination time carefully. Allocate a few minutes at the beginning of the examination session to familiarize yourself with the examination. And, give yourself a few minutes at the end to review your work.
  • Finally, remember that the examiners are not trying to create trick questions. If you have studied the material they want you to get the question right. So, when in doubt assume a logical approach to solving a problem — it frequently is the right approach.
